It doesn't sound like you are having issues communicating with the main repeater so the network side should not be an issue.
You tried a different repeater so I don't think it is hardware. However, I would run Tools, Update Firmware just to make sure everything is up to date.
I would try to determine if the failures are limited to a specific area. If so, something new could be causing interference. AC's are starting to come on. They could have a new fridge (probably one of those evil LGs).
You didn't say much about the layout. I would try adding an aux repeater.

What model sign? Is it the sign itself making the RF noise, or does it happen to use the same RF frequencies for updates?
Yes, sign off and the lighting system worked fine.
I had to leave town to go pick up a pinball machine and was unable to test further but I believe me resetting power to the sign after the firmware update corrected the signs RF interference problem
Have you tried bringing your own wifi router and testing with that?
