Adaptive Dimmer acting like a Switch

Anyone come across a situation where an adaptive dimmer (6NA) controlling a MLV load with two 50w bi-pins would act like a switch. I have the exact set up in another part of the same room with no issues using an earlier gen adaptive dimmer.

If you force the phase control of the RRD-6NA dimmer to be forward phase do you still experience this issue?
