Caseta in-wall wireless Dimmer will not go in to pairing mode

I am using a Wink hub and have had this particular dimmer connected and working properly before. All my connections were lost. When reconnecting everything, the in-wall dimmer will not go in to "pairing" mode when I hold the bottom button for 6 seconds. I have tried shutting the associated breaker off for a few minutes to try and reset it but that did not work. Suggestions?
