What is the recommended way to dim outdoor lighting with of course indoor controls? Do you simply use a GFCI circuit breaker and wire like normal?

You could use the breaker, or have a GFCI outlet installed in front of the dimmer.

Thanks. Are people indifferent about it like they are for a non dimmed load? I guess I don’t know why there would be a problem, but I just thought I’d check.
It's illegal to dim receptacles without a popper plug and cord designed for that reason. Lutron makes a plug designed to only be used with a cord end specifically for that plug.
Dimming a plug runs into issues with not knowing what will be plugged into it. Dim a exterior landscape plug and the landscaper decides to plug a radio or fill in the blank you risk burning out the radio.
When I need to dim landscape I first make sure the transformer has enough room then I use a appliance dimming module.
If just switching we install GFCI and switch inside. Same 2 gang box and marked as such. As SDR said GFCI feeds switch.
