RA2 Select Pico options

Never played with RA2 select but have a small project coming up and had a question about the pico. According to the engraving brochure it appears we're pretty limited to programming options. Client originally had only one switched load for outdoor lighting, now wants to control 4 or 5 loads independently.

Was hoping to be able to program each button as toggles, but appears we are restricted to the following:

Button 1 = Any level
Button 2 = mandatory raise
Button 3 = mandatory lower
Button 4 = mandatory off

Is this correct?

You can also do four scenes, but I just learned all the devices in each scene have to be in the other scenes which is going to cause problems on my job. I wanted a scene for outdoor lights as a toggle, another scene for indoor lights, toggle again. No can do. Switching over to Ra2;(. This was my error so I'm eating the labor.
