QSM Modules in Program Mode

Quick question is someone could help out:
I'm trying to associate some wireless Occupancy Sensors with QSM Modules on a HW system.
I have activated the QSM Modules but notice that they are blinking twice every second constantly (as they should when in program mode).
When I try to press down on the program button nothing happens- no beeps, nothing.
If I remove them from the link then reattach they simply keep blinking the same way.

Diagnostics says they are activated and all is good.
Am I missing something here?

The system is on HWQS 9.4.0.

Any help would be great!

Hank you for your post.
All the programming is done in the software. Assign the sensor to the QSM on the design tab. Then program the occupancy for the area, activate QSM, activate sensor and transfer.
