Wiring dimmer to a two or three pronged outlet?

Is there any way to safely wire the Skylark S-603P dimmer so that it can plug in to an outlet? I want to use a Pixi Flatlight with that dimmer on a desk I am building, so it wouldn't work to wire it into a junction box.

Lutron makes a UL approved outlet specifically for dimming. Uses a special outlet with a mating cord end.
