PD-6WCL - Bulb still glows even at off, even if adjusted. Old "no neutral" problem?

I've just installed a PD-6WCL in new remodel.
With several dimmable LED bulbs, the
PD-6WCL will not drive them all the way to off. There is still a glow, not all that faint.
Am I right to assume this is because the PD-6WCL is powering itself through the bulb?
What comparable product can I buy that will actually turn the bulbs completely off?

How much current is the PD-6WCL drawing, and will a model with a neutral connection waste or vampire less total power?

Just wondering if you have a solution for this, I'm having the same problem. I like the switch and the remote a lot but if it keeps glowing, it's very annoying tho.

    Cheers,
