Drop Down Menu Disappears

HWQS 10.3 on Windows 10

My drop down menus in the 'design' and 'program' tabs (where you select from controls, loads, shades, etc) will not reliably stay open. It doesn't seem to matter if I click or just mouse over, as soon as I move the mouse down to the drop out it disappears. This happens about 3/4 of the time and I have to just keep trying until it decides to stay open.

There is an old thread with the same issue on an older version with no resolution. I did all the font cache modifications, but the problem remains.
