How to program QSE-CI-NWK-E?

Is it possible to program QSE-CI-NWK-E to configure QS Energy Savr nodes through either PC or tablet?

ESN is programmed using the mobile app. The QSE-CI-NWK-E is used for 3rd party integration and not used for programming the ESN.

I have the ESN installed already, thought to use QSE-CI-NWK-E to control the ESN, by customized integration.
