Occupancy Sensor MS-VPS5M - troubleshooting sensitivity setting

I installed a Occupancy Sensor, model Lutron MS-VPS5M
    I'm troubleshooting the "sensitivity setting".

Symptom: My switch has Low / NO sensitivity even in a dark room.
It responds OK to the switch, and the timer works OK.

I verified with a multimeter that the installation is correct: 109VAC, 60HZ.
    The Ground connection is good.

Programming the Timer function proceeds normally, with appropriate lamp blink codes.
I am able to change timing per instructions, and the unit behaves properly.

Programming the Sensitivity function function proceeds, with appropriate lamp blink codes.
But my unit does not behave properly. It remains set on LOW sensitivity.
It Fails to detect any motion at all, and Fails to Turn ON.

    Hello deecee1110,

The model number you have, MS-VPS5M, is a vacancy sensor only. It is a manual on, auto off sensor. It will never turn on automatically. If you want a sensor that turns the lights on automatically once the room is occupied, you will go with MS-OPS5M.

    I hope this helps.

Thanks, this clear up my confusion. These two technical terms have very specific meaning:

Q: What is the difference between occupancy and vacancy sensing?

A: An occupancy sensor turn lights ON automatically upon the detection of motion then turns the lights OFF after the area is vacated.
A vacancy sensor requires manual push-button activation of the light, then turns the lights OFF automatically after the area is vacated.
