Dimmer won't respond consistently to commands

I have one RRD-6ND-DS located about 20' from the Main Repeater controlling a led string. The dimmer works well manually all of the time.

But when an event occurs, whether it is a RadioRA2 event or an Alexa command, sometimes the lights will flicker, but not turn on. These commands are for 100% on, not a dimmed level. Sometimes it will take 3 or 4 attempts before the lights come on. You can visually see the lights flicker, so I know the switch is receiving the command. But it responds differently when it receives a command than when the button is pushed.

Any ideas ?
