"Current Setting" location keeps reverting back to Coopersburg after saving settings

This is a bit frustrating because I have one house where no matter what I do, I can't get the location for the current setting to stick! I change it back to my city, save and as soon as I close the file and reopen it, it's back to Coopersburg. I'm using 15.13.1 . Is there a bug I don't know about or am I doing something wrong? I should mention that this was a job that I took over last year and the original installer never put the correct city in there to begin with. Could that be the issue? Is there another place to change the location settings for good for the already installed devices?

I must be the only person in the history of Lutron to change the location of a house after it was already set-in this case by the dumdum who originally programmed the house. I even sent a copy of the database to HW Support and they can't figure it out either.
