    Caseta Wireless 600-watt/150-watt Multi-Location In-Wall Dimmer

I'm considering buying this dimmer kit with remote but wanted to know if this model is like the Maestro and allows for programmable fade on and fade off or is it 'instantaneously' on or off when you press the button. Also does it have preset level like the Maestro model does?

The PD-6WCL dimmer does fade on/off at a fixed rate (not programmable), but it turns on to its highest level from the buttons on the front of the dimmer, not to the last level like a Maestro does. If you want to turn it on to a preset, you would need to do that from the Favorite Scene button on the Pico remote control, or from the Caseta app if you are using it as part of a bridged system.
