DELV-300P glows orange when off

I tried looking at the product details and couldn't see anywhere that this is an intended feature. DVELV-300P-WH is the model. Should it be faintly glowing orange when off?

Also it doesn't have a dimness adjustment dial like the DVCL-153P I installed for a different fixture. Is that missing from my DVELV-300P?

I just reviewed a few different sites and it does seem the orange glow is intentional. Also the dimmer adjustment does seem to be missing by design.
