    Ok we took out my Lutron Caseta switch and used a regular old switch and lights work fine. Suggestions?

    If you didn't install the LUT-MLC, try installing it as well across the load. If that still doesn't work the lights, take the PD-5WS-DV back to where you purchased it for a warranty replacement.
