AYCL-153P locks up and can't turn on the light

AYCL-153P used with 6 high hats with 14 watts each. After working perfectly for a few years, this morning they stopped working. Not sure if they have an internal fuse or not. So, to start debugging I wanted to remove the live an neutral and cross them and see if the issue is the switch failure vs breaker or something in the high hat line once I validate the live was alive. I was about to remove the wires to twist and at the last second I wanted to short them through a piece of wire instead and as soon as I did that switch came back to life with no issues after the shorting wire removed. I have never seen this before with a lutron switch. So, is this an indication of switch is on it's way out and also is there a inline fuse or any means to reset this lutron switch without removing the wires. Thanks.

That is an interesting result. The AYCL-153P does not have a user-replaceable fuse, nor can the switch be reset. Prior to shorting the dimmer, did you cycle power at the breaker? Also, out of curiosity, what is the make and model of the high hats?
