PD-3PCL problem with floor lamp with touch switches

Just set up a PD-3PCL, connected to a floor lamp comprising two separate lamps, each controlled by a touch on/off switch.

It turns off no problem, but does not turn on. It seems that if I then turn it off again a couple of times before pressing on, it may turn on, but not consistently.

    Faulty PD-3PCL? Bulbs? Touch switches?

I will of course try to start a process of elimination, but post in case anyone immediately recognizes the source of/cure for the issue.

Could you try bypassing the touch switch for the lamps? Also, are the bulbs in the lamps dimmable?
