Maestro Pro IL3 flashes

When I turn on the lights with the Maestro Pro IL3 will flash for a while and then go to the correct level setting. While IL3 flashes the switch is unresponsive. What does this mean?

The middle LED flashing is an Over Temperature Error. We would advise double checking the total wattage on the dimmer and making sure it doesn't exceed the rated limitations and specifications!
