I have a Commercial Electric brand LED panel light. Should I use Diva DVCL or DVSTV dimmer? The DVCL is cheaper and I hope it will be compatible. The instructions say that Lutron universal dimmer will work but no models are suggested.

DVSTV is a 0-10V dimmer that required two low-voltage conductors be run between the dimmer and the fixture(s). DVCL has no such requirement. The DVSTV will almost certainly have better low end performance (able to dim lower without flicker issues) but requires those wires and is expensive. DVCL will probably work adequately. If this is a new construction application I would recommend you run some bell wire between the switch box and the fixtures just in case. Check with local code to see what the requirements are for that.

What is meant by bell wire? Door bell wire? Or low-voltage double wire that would attach to the dimmer wires (purple and grey)?
It's any 2 conductor low voltage wire. Bell wire will work fine, 18-2 will work fine, purple and gray are the official colors but it doesn't matter all that much.
