All of the Lutron table-top, plug-in dimmers have a neutral connection and are rated for LED use. Credenza is the non-system family. Caseta, RA2 Select, RadioRA 2, and HomeWorks also have versions.

I have track lighting with a low voltage light fixture and the lamps are MR16 GU5.3 BASE. However I have no dimmer in the wall. The power plug is where you would just plug it into a socket. Would the Lutron TTCL-100H-WH tabletop dimmer work?
If your track is set up to be plugged in, yes the TTCL will work. There may be compatibility issues and MR16s are the hardest to control. The TTCL doesn't have any trim adjustments either.
