My guess is that it comes down to the greater load handling. I've noticed with the other lines (e.g. Maestro) that the larger the load the switch can handle the more expensive it is.
4 button Picos are less popular than the two button and the three button/raise-lower. Same goes when you want the Ivory or Black. It comes down to economy of scale.
