I have a one set of ceiling lights with a switch and pico remote which has been turning itself on randomly. I do not have it programed in any form of schedule so do not believe that is a factor. Anyone else have this issue?

There are a couple of things that can cause this.
Time clock (which you already checked)
A pinched button. Could be either the Pico or the dimmer. Sometimes the plate gets wedged against the button causing it to stick and randomly activate the device.
It is possible the dimmer got assigned to another device.
Had a customer complain that lights were randomly turning on/off through out the house. Turned out he had a box sitting on top of a tabletop keypad.
If you had the device paired without a bridge and you must reset the device prior to assigning it to a bridge. The opposite is also true.
