Dimmer problem

In my laundry room I have a HWD-10D dimmer that controls two lights. Recently, when the lights were switched off, one of the lights remained lit at a very low brightness. The other light would shut off totally. All other functions of the dimmer switch worked as designed. Shortly thereafter, the second light also now remains on. There are no other issues throughout the house. Is this a dimmer issue, a light fixture issue or possibly a system issue?

That dimmer has a very high minimum load requirement. It's either 50 or 60 watts. The electronics are pre-LED. It may be that 1 or both bulbs have weakened over time and the minimum load issue is amplifying the issue.
