We are currently looking into ways of making local access available for when the server goes down.

Brian W., Thank you for having the email sent out regarding the server status. For what it's worth, the Elgato Eve app was able to continue to manage the switches.
I would encourage Lutron to review how that is done and incorporate that same mechanism into your App. There are also several other features available in the Elgato Eve app, that I think should be considered into the Lutron app.
