PD-6WCL green led lights on but will not control fixtures

So first let me say I replaced almost 30 dimmers and switches with Caseta.
This application is replacing a electronic dimmer (Leviton). This is controlling (2) Fan lights and the bulbs are presently incandescent. 8 bulbs x 60 watts 480 total watts.
The dimmer green led lights come on but cannot get the light to come on.
I have swapped it with Lutron Caseta switch and the lights come on. I have swapped the dimmer to another location and the dimmer works. So my assumption is it is not the dimmer.
I assume the circuit is working since it works with a Lutron Switch (not dimmer) and works with Leviton Electronic dimmer. Not sure what else to try.
I can Wire the 2 wires together and the lights come on.
Any help appreciated.

What is the model of the Leviton dimmer? It may be an x10/PLC device. If so, there is a receiver in the fan, probably in the housing. If the lights are switched from more than 1 location, it could be in one of the switch boxes. It could also be in the bottom of the fan where the light attaches.

Dimmers have a 10% trim built-in. The 90% signal from the Caseta dimmer isn't enough to activate the receiver. The 100% voltage from the switch or connecting the 2 wires together is enough.
