Slights slow to turn on/off

Hi, I just installed a Lutron Caseta dimmer in my home to control 4 pots lights. Everything works fine except some minor annoyances when turning on and off the lights.

When turning on the lights, 1 of the lights turns on at a different rate. It comes on first then followed by the other 3 a split second later.

My second issue is the rate at which the lights turn off. When hitting the off button, it seems that the lights dim all way to lowest setting and then turns off. So it gradually turns off in a few sounds instead of instantly. I was willing to live with this except when I noticed that turning the lights off with the app turns them off instantly. Using the physically switch and the pico remote only turns them off gradually.

Any ideas whats going on with these?
