Lights turning on immediately after turning off through app

Hello, I have two PD6WCL dimmers controlling 4 par20 leds on one and 6 par20 leds on the other. They work fine on their own manually without the app however only one dimmer seems to work right with the app. When I turn off the one dimmer using the phone app the lamps turn back on automatically every time I try to turn off

I’ve reset both dimmers to factory and have gone through the process of programming them with the app per the instructions. Also restarted the bridge

The leds aren’t dimmable which I thought might be part of the issue, but because they work by manually turning them on and off I’m wondering if it’s a smart bridge/app problem.

Any suggestions?
