LR-HWLV-HVAC does not have a 'connect' option in the 'more' section

I am trying to activate the first device on a new RA2 install. The LR-HWLV-HVAC thermostat is functioning in manual mode. When I try to activate the 'more' section only shows the filter reminder, no 'connect'. There is no 900 setting, so I did a 710 reset, reset my settings and tried again. Still no 'connect' option. The thermo is in the same room as the main repeater, and is about 6 feet away.

I think I have either a bad thermo or a bad main repeater. I just realized the them has a 'No signal' indicator next to the 'Heat' mode display. I'll get a second device and see if I can get that to work.
