Could someone please explain the procedure how to get the Quantum software? We are small electrical business and we install Ra2. Recently we were approach by the client who owns very big commercial building. I contacted the Lutron agent in my area but still waiting for the respond. It is my understanding that Quantum is different software compared to Ra2? Is there any training necessary in order to use Quantum software? Does Lutron charge for the software and how much?

Lutron has different requirements for becoming dealers for the various systems. Most of the residential systems overlap. Being a RA2 dealer would give you an advantage if you wanted to add HomeWorks. Quantum is a commercial system so you would be starting from scratch.
They are also going to want you to demonstrate commitment to the product line. That means more than one sale. Especially if there is a dealer in the area already.
They are probably going to want you to buy some product before hand. Maybe $10k. And yes they do charge for the training.
Lutron has direct employees that service various territories. You should contact them. They also have salesreps. These are non-Lutron companies. The rep for residential systems typically does not handle commercial systems.
