I installed a PD-6WCL to replace a mechanical dimmer for 4 high hats, All the bulbs are dimmable but when I try to raise or lower the lights, they go either ON or OFF. I've checked the wiring and it looks okay. What am I missing?

What is the make and model of the LED high hats? Have you tried adjusting the low end trim on the dimmer by following the steps on page 66 of the following link? https://www.casetawireless.com/Docum...ced%20Inst.pdf
