Is it possible to change programming using remote access (not wifi) to add time when thermostat will go on and turn heating on in the morning? Or I have to be in the house on wifi to do it?

The only remote programming option we recommend using is through a VPN. You can reference app note 231, http://www.lutron.com/PasswordProtec...ary/048231.pdf for more information. This will allow you to make programming changes
Can I change programming while on same wifi as a main repeater but not connected with lan cable from laptop to main repeater?
Being able to do this is going to depend on the network equipment on site, and the settings of the equipment.
