Turn on the LED circuit, report an error?1 blink,pause

use LQSE-4A-D to control LED circuit(about 200W)?
there is an error:1 blink pause?The output is not shorted?,
sometime i can turn it on manually.
But not so lucky every time.
Any suggestion?thanks
