Programming Time Out on MSCL-OP153M

Just installed a new MSCL-OP153M and all is well. However, in trying to change the default 5 minute time out we are stumped.
Have gone thru the directions many times and keep striking out.
THis is the procedure we are following:
1.Pull out FASS
2. Press and Hold T for 5 seconds
3. Continue holding T and push FASS back in
4. Release T when IL(very top) starts blinking
5 Use up/down to scroll to the Time Out LED (Which is the bottom one)
6. What should be done here?

7. USe up/down to set time out. We want 30 minutes but can not toggle to that position, It goes only to the 15 minute duration.

Somewhere after step 5 we are missing something before setting to 30 minutes. THe supplied directions have been gone over for a couple of hours!

Anyone have an idea?

Swap steps 2 and 3. The FASS removes power from the electronics. Holding the button while the FASS is out will not have any effect.
